Dryer Vent Through Floor Joist

I m relocating a washer and dryer to the basement this coming tuesday oct.

To be a soffit above the top cabinets along the same wall that i was going to use if i went through the bathroom one floor up. But i m not sure if i can drill a 2 1 2 hole in a 7 band joist.
